Top priority should be the immediate implementation of the National Broadband Plan wherein a national fiber-optic backbone will be operationalized using the existing transmission assets of the National Grid Corporation of the Philippines. It’s a great plan that, if adequately funded and properly harmonized with the telecommunication assets of the private telcos, will spur countrywide economic growth that we badly need to get out of this deep recession.
