Unleashing opportunities for sustainable growth
January 4, 2022Finally, after more than four years, our government has rectified a damaging policy with the lifting of the ban on open-pit mining.
CitizenWatch commends this prudent and progressive move and looks forward to the realization of the mining industry’s full potential as a long-term driver of economic growth – especially during these precarious times when the country and the economy are reeling from the effects of the COVID-19 pandemic.
There have been many misgivings about the risks associated with open-pit mining, specifically as it relates to the environment and the safety of local communities. Since the Philippine Mining Act (Republic Act No. 7942) was implemented, the legitimate large-scale mining industry has been operating under strict environmental and safety regulations and has struggled to achieve its huge economic potential because of conflicting policies.
Through the advocacy of the Chamber of Mines of the Philippines, its members have evolved into a responsible mineral development industry that has incorporated sustainability and safety into their operations and have put in place rehabilitation measures and other safeguards to mitigate such risks.
Open-pit mining, after all, is a globally accepted method practiced in countries with the most stringent environmental laws. And given the increasing demand for green technology, mining has a distinct role to supply raw materials needed in the manufacture of environmentally sustainable products that will help curb global warming. Done right and responsibly, the mining industry can become a game changing economic engine.
The lifting of the ban presents an opportunity for mining industry players to step up to their role not only as stewards of the environment, but as pillars of the Philippine economy that generates much needed revenues for government and builders of prosperity in the underdeveloped areas of their host communities.
Quality local employment generated by mining projects is also crucial. The successful operations of large scale mining projects created progressive communities that were built from nothing. At no cost to government, all necessary infrastructure, utilities, health, and education facilities are built to support all the employees, their families and all the support linkages that become opportunities for the locals to become productive right where they are. Quality jobs translate into income and earning capacity, thereby addressing poverty in the countryside where needed most.
CitizenWatch hopes this positive policy move will unleash the full potential of mining as the country’s development partner for poverty alleviation, economic recovery, and sustainable growth.
